Comprehensive Proposal Review, Evaluation and Recommendation Methodologies


The Rainmaker Red Team review process is based upon the development and implementation of a project plan that ensures:

Compliance — Completeness — Responsiveness — Presentation — Sell

1.   
Compliance
       a.   
With the Requirements of the Solicitation
       b.   
Ensures proposal formatting and layout comply with Solicitation requirements

Cover information
                                ii.   
Cover letter information
                               iii.   
Table of contents information
                               iv.   
Separator sheets and section breaks designed correctly
                                v.   
Pagination

Headers and footers information

Maximum number of allowable pages not exceeded

Sell

Ensure that the proposal is “benefits rich”
              i.   
Answers “why us?”

Answers “so what?”

Did we sell “Ourselves” (or the Team)?
       b.   
Respect the Time of the Government Evaluator/Reviewer
              i.   
Say as much as possible in the fewest number of words
              ii.  
Less is more – provide graphics (charts, tables, graphs) to support narrative

Rainmaker Red Team Review Checklist

We simulate the Formal Proposal Evaluation Process during our Red Team process, seeking errors or omissions in the draft of the proposal that would result in a reduction of evaluation points or failure.

We evaluate the proposal from the point of view of both a technical and non-technical reviewer and compare the points each evaluator would have given the section reviewed. We do this to ensure that the proposal is not written in a manner that is too remedial to the technical person and also not completely over the head of the non-technical reviewer. As part of this process we ensure that all acronyms and abbreviations are fully defined. The document is proofed at various levels of our review to ensure that the final version is free of any spelling, spacing, punctuation or any other error that would convey a lack of attention to detail.
